「脆弱」的照顧:中國養老院中的身體、情感與倫理困境/吳心越(110 民107.8 頁1-36)

本研究通過對中國江蘇省某地兩家養老院的田野調查,考察了護理員們的日常工作情境。養老院中的老年人照顧工作,在以經濟發展與健康生機為主導價值的當代中國社會中,被視為「骯髒工作」,而當前主要依賴一群在社會轉型中處於底層的中老年女性,即「阿姨」。我通過呈現「骯髒工作」中具體的身體、情感經驗和一系列倫理衝突,指出照顧工作本身同時蘊含著「照顧」、「褫奪」、「傷害」的脆弱性質。通過考察護理員們的勞動生涯,本研究揭示了中國的市場化改革、城鄉區隔、性別政治等諸種結構性因素的交織影響,它們也共同形塑了這些「阿姨」的自我認同與照顧實作。

Based on ethnographic research in two nursing homes in Jiangsu Province, this paper describes the work situations of the care workers. Reflecting upon the concept of “dirty work,” I argue that in contemporary China, where economic development and vitality become the dominant social values, the declined and disabled elders in nursing homes are generally regarded as dirty and contaminated, thus stuck in a paradoxical condition: they are being cared but in a zone of social abandonment. The current elderly care work mainly relies on a group of middle-aged and elderly women which are called “anties”, who have been confined to the bottom during the social transformation. The precarious conditions of those underclass care workers must be understood in the context of China’s socialist market reform, rural-urban divide and gender politics, which shape their identities and care practices, and vice versa. Furthermore, the affective, bodily experiences, and the ethical dilemmas in care practices reveal the vulnerability of eldercare, which may lead to deprivation, even violence.

災難中的原住民族社會工作:以莫拉克颱風災後原鄉族人的異地安置經驗為例/林津如(110 民107.8 頁37-89)

為何官方眼中理想的災難安置政策卻造成原住民族人痛苦的經驗?從莫拉克颱風災後原鄉族人被異地安置的經驗,如何學習原住民族社會工作的精神與方法?和原住民族一起工作應具備何種文化能力?本文以「消除各種形式之種族歧視」及「爭取原住民族集體文化權」為指標,以建制民族誌為研究方法,探索災後異地安置現場實作如何和族人真實需求產生斷裂,以「文化安全」為核心價值,借鏡思考如何培育災難中社會工作者的文化能力。研究發現顯示,許多災難現場的歧視觀點看似平凡,卻因背後的意識形態符碼挾帶著國家機器、社福體制、宗教團體之管理主義與殖民主義等結構性的不平等,形成制度性的歧視;安置過程中族人文化認同與需求被否認與貶抑,缺乏文化安全的對待。安置政策與論述將原鄉族人污名化為「受災的弱者」、「福利的依賴者」、「宗教的他者」、「野蠻的他者」、「環境的破壞者」、「不健康的他者」、「順從的敬拜者」及「都市的他者」。若從原住民族集體文化權來思考,族人需要(一)部落集體自治自決的權利、(二)部落選擇留在原鄉居住及臨時中繼安置的權利、(三)國家政策在執行前應取得部落諮詢同意的權利。為避免再製族人成為災難中的他者、社會工作的客體、文化自治權被社會福利所取代的現象,本文倡議以反種族歧視及尊重原住民族集體文化權利為基礎的原住民族社會工作,並以文化安全的角度來省思社工員所應具備的文化能力之內涵。

Why has the disaster relocation policy, ideal in the official eyes, become the worst experience for the indigenous people? By looking into indigenous people’s experiences of emergency relocation after Typhoon Morakot, this article asks what are the spirit and method of indigenous social work? What kinds of cultural competences are needed when working with the indigenous people? This paper adopts institutional ethnography as the research method to investigate the break between indigenous people’s real needs and social work practices at the post-disaster relocation site. The research finds that the workers in the relocation site constructed the welfare needs of the indigenous people with their managerial thinking and Buddhist culture. Indigenous people were treated by cultural unsafe practices. During the process, they were stigmatized as “vulnerable victims”, “welfare dependents”, “the religious other”, “the barbarous other”, “environmental destroyers”, “the unhealthy other”, “obedient worshipers”, and “urban wonders”. They became victims of racial discrimination and the object of social work. To counter racial discrimination, the paper argues that on the base of indigenous collective cultural rights, indigenous peoples (a) would need time and space to achieve collective autonomy of self-governing and self-determination, (b) should have the right to choose to stay in the traditional territory and temporary emergence relocation after disaster, and (c) should have the right to be consulted by any state policies taking place. The research finds that the state replaced cultural autonomy with social welfare after Typhoon Morakot. Moreover, the social welfare system placed indigenous people as the object of social work in the relocation policy. This paper advocates that elements of cultural competences should be based on cultural safety, anti-racial discrimination and respect for the collective cultural right of the indigenous people.

重返「媒體亂象」:一個社會共識的再析辨/魏玓(110 民107.8 頁91-123)

一種概稱為「媒體亂象」的傳播問題,是過去二十年來台灣社會的「共識」之一。這個共識也影響了整個社會對本地媒體問題的認識,以及對問題的解答和改善之道。本文將「媒體亂象」視為一個特定時間與空間脈絡下的社會論述,企圖透過適當的歷史回顧研究,後設地釐清「媒體亂象」相關論述的內涵及其意義,更準確地理解台灣「媒體亂象」的「問題」本質究竟是什麼,以作為嘗試重新認識、進而解決台灣媒體問題的基礎之一。本文發現,「媒體亂象」作為一種論述,其實是戴著某種「理想媒體」理念的眼鏡而建構出來的,並形成了一種缺乏辯論的「俗見宇域」,需要透過建立具競爭性的意見場域,方能釐清共識背後的實相,進而尋求突破的解決之道。

A problem of the media generally called “media disorder” has been a “consensus” of Taiwanese society over the past two decades. This consensus has not only directed the entire society how to understand the local media issues, but also led to the solution to the problem and the ways of reform. The article considers the “media disorder” as a social discourse constructed in a specific historical and spatial context. It aims to explore the significance and implication of the discourse of “media disorder” by an appropriate historical review and to understand the issues more accurately. Only the discourse of “media disorder” being thoroughly reexamined then the central problem of Taiwan's media could be resolved. The article finds that the “media disorder” was actually constructed by the conceptual glasses of “ideal media” manufactured by the Western societies and the discourse of “media disorder” has formed a kind of “doxa” around the local society without questions and debates. It needs to create a competitive field of opinion to make changes possible. By clarifying the realities behind the social consensus can we seek a breakthrough solution.
