以混居促進社會包容?以臺北市平價住宅轉型為社會住宅為例/沈志勳、林萬億(129113.12 1-52
臺北市低收入戶平價住宅(以下簡稱平宅)近年陸續轉型為混居社會住宅(以下簡稱混居社宅),作為擺脫貧窮集中化相關問題的解套。平宅轉型與搬遷歷程尚在進行中,惟推動迄今,在呈現混居美好圖像的同時,對於混居的概念意涵、發展脈絡及相關課題仍較少深入探究。本文以臺北市平宅轉型為混居社宅經驗為例,從社會包容視角探討臺北市混居社宅的發展脈絡與政策意涵,並檢視臺北市混居社宅對於促進社會包容的成效,為此一重要轉型經驗留下記錄。本研究發現,臺北市混居社宅面臨有限資源下的資源競爭、弱勢者居住排除風險等包容性難題,而污名可能朝向隱形化、住民網絡關係較為薄弱,至於對抗貧窮議題則應受到更多重視。本文綜合提出三項建議:強化混居制度設計之彈性與配套、重視社區發展以建構新社會關係、以社會服務及就業網絡對抗貧窮,期能作為未來政策及實務推動之參考。

Low-income housing in Taipei City has been gradually transformed into mixed-income social housing in recent years, which serves as an important solution to problems related to the concentration of poverty. However, while the transformation and relocation has so far presented a good image of social mix, there is still little discussion about the concept, development and important issues of social mix. The study takes the case of transformation from Taipei City’s Low-Income Housing to Social Housing and adopts social inclusion perspective, to explore the context and effect of improving social inclusion in Taipei City’s mixed social housing. The study finds that mixed social housing system faces challenges of inclusiveness related to competition under limited resources and the risk of housing exclusion for vulnerable people; stigma tends to become invisible; residents’ social networks are relatively weak. Besides, more attention should be paid to the issue about the fight against poverty. Finally, the study proposes three suggestions for future policy and implementation: to strengthen the flexibility and schemes of social mix, to focus on community development to build new social relationships, and to fight for poverty through social services and employment networks.

族裔「飛地」或校園「異托邦」?大學原住民專班的限制與啟發/邱韻芳(129113.12 53-116
在政策鼓勵以及少子化的招生壓力下,台灣自2012年起出現了設立大學原住民學士專班的熱潮。廣設原專班的確讓原住民大學生的人數有相當幅度提升,但因缺乏和一般科系一樣的法源定位,以致於原專班在大學的組織章程裡無法得到制度性的保障,師資和教學資源上相對匱乏,卻又被賦予需同時肩負「一般教育」與「民族教育」的期待,加上廣設之後引發的激烈招生競爭,更使其雪上加霜。儘管原專班在大學校園裡是一個難以被歸類和理解的特殊存在,並有成為被負面標籤化的「族裔飛地」之危機,但也讓原民相關之議題與課程在台灣高等教育體制裡有了可暫時立足,進而奮力開展的一個場域。筆者以自身經驗為例,抽絲剝繭說明大學原專班的限制與啟發,期盼透過努力讓它在一回又一回自我探索以及與制度衝撞的過程中孵育出獨特、強悍的生命力,進而成為校園裡擁有不同視界與令人驚艷內涵的「異托邦」。

Due to policy encouragement and under the pressure of a declining birthrate, the heat of programs for indigenous peoples began to escalate across universities in Taiwan in 2012. The wide establishment of programs for indigenous peoples has indeed increased the number of indigenous college students by a considerable margin. However, the policy introduced without careful consideration made the programs for indigenous peoples not have stable institutional support like the general departments in universities. The lack of sufficient teachers with indigenous-related majors is the most critical fatal injury. The fierce competition for admissions and various unfavorable factors make each program for indigenous peoples always wobbly like walking a tightrope. Although the programs for indigenous peoples exist in an unspecified condition as an exception with the risk of an ‘ethnic enclave’, a special space is provided for issues and curricula related to indigenous people to stand and develop in higher education since the policy was implemented. Using her own experience as an example to explain the limitations and inspirations of university programs for indigenous peoples, the author hopes that it will develop a unique and powerful vitality in the process of self-exploration and collision with the system, and then become a ‘heterotopia’ on campus with different visions and amazing connotations.

台灣新住民的政治再社會化與公共參與:量化研究的初探/湯晏甄(129113.12 117-163
本研究旨在探討,台灣新住民的政治再社會化(political resocialization)是否會影響公共參與?如果會,如何影響?不同於以往用質性研究方法分析新住民的政治行為,本文嘗試採用量化研究方法,自行設計問卷蒐集資料進行實證分析,並援引White等學者(2008)探討加拿大移民政治參與所使用的政治再社會理論為研究架構,檢視台灣新住民的政治再社會化對公共參與的影響。作者使用自行設計問卷蒐集的新住民資料,成功問卷共計1,570份。本文運用「多元迴歸模型」(multiple regression model)與「二元勝算對數模型」(binary logit model)進行檢證。研究結果顯示,政治再社會化確實會影響台灣新住民的公共參與,此結果與White等學者(2008)的研究結果相符。整體而言,新住民在台灣居住的時間長短,會影響新住民的公共參與。新住民的政治再社會化會藉由母國的學習經驗之累積,延續到在台灣新學習到的事務,進而影響公共參與。但是,新住民來到台灣並不會因為母國的政治社會化經驗而抗拒學習台灣的新事物與價值觀,而對公共參與造成影響。此外,本文進一步發現,新住民在母國時期對母國的政治興趣,不會影響在台灣的投票參與,但是,新住民對台灣的政治興趣,會促進投票參與,這個研究結果增補White等學者(2008)的理論解釋。

The goal of this study is to see if immigrants’ political re-socialization has an impact on their public participation in Taiwan; and if so, then in which way? Unlike previous qualitative studies that explored immigrants’ political behavior, this paper adopts a quantitative research approach. A self-designed questionnaire was used to collect data for empirical analysis, drawing upon the framework of political resocialization theories used by White et al. (2008) in their study on the political participation of Canadian immigrants. The authors used a self-designed questionnaire to collect the qualifications of immigrants and validated it with a “multiple regression model” and a “binary logit model.” The results of the research show that political resocialization does affect the public participation of immigrants in Taiwan, consistent with the research results of White et al. (2008). On the whole, the political socialization of immigrants will continue to the newly learned affairs in Taiwan through the accumulation of learning experience in their home country, thereby affecting public participation. The length of time the immigrants live in Taiwan will also affect the public participation of the immigrants. However, immigrants do not refuse to learn new subjects and adopt their values after arriving in Taiwan nor reduce their public participation due to their experience of political socialization in their home countries. Additionally, the study further finds that the political interest of immigrants in their home countries does not affect their voting participation in Taiwan. However, their political interest in Taiwan promotes voting participation, adding to the theoretical explanations of White et al. (2008).
